Kickstart has demonstrated the cost/benefit advantages that accrue from scaled-up provision, and that centralised administration of a cross-county project works. Therefore, expansion to cover the entire Eastern Region would appear to be feasible. As a first step, Kickstart has commissioned formal research to study an initial expansion across Norfolk, Cambridge and Suffolk (see Doc Download for the full report). The same rural transport issues that contribute to difficulty in securing employment can apply to those seeking work-based learning (WBL) options.Kickstart will press to extend the current range of self-financing service level agreements with WBL contractors as a positive, and cost effective, contribution to meeting a proven need. Transport limitations deny true educational choice. Those who can afford to bridge a public transport gap do so. Those who can't, don't.Kickstart will continue to work with the Children's Service and Connexions to develop concepts to assist with these issues. Back to top

Norfolk County Council, through its Economic Development Unit, has supported Kickstart from its inception. Kickstart will continue to work with NCC to identify options for continuation funding and social entrepreneurship. Back to top
Leaving Care
Partnership working with Norfolk's Children's Service has helped 50 young people leaving care. Existing service level agreements designed to extend that assistance in individual cases for periods beyond an initial 6 months are threatened by budget cuts.Kickstart will seek to implement a programme that will maintain assistance for young adults leaving care in partnership with the Children's Service.
